Ms. Pac-Man Won't Boot

I'm looking for some advice on what to look into next with a Ms. Pac-Man that I bought. The game powers up to a black screen. I've measured the voltages and I'm getting 6.8 VAC and 11.6 VAC at the edge connector of the main board. Where does this game convert the AC to DC and what pin can I measure to make sure I'm getting my 5 VDC? When I initially got the game it wasn't booting so I removed the filter board. After that the game booted up to garbage on the screen so I pulled the board and reseated all the chips. I made sure they're all socketed correctly, but now I'm back to nothing on power up. Any ideas?
 
Did you reseat the VRAM addresser and the Sync Bus controller daughtercards?

The original midway designs ALWAYS come loose, and cause problems.
 
the ac is converted to dc on the board, unlike every other game out there

big failure point on these are the fuse holders
after years and years they get weak and dont grip the ends of the fuses tight enough for proper electron flow to operate game
 
I cleaned the fuses and pinched the fuse holders together to give them some more tension. I also reseated the VRAM addresser and the Sync Bus controller daughtercards.
 
If you have original fuse block in there thats the first thing you should do reguardless if its working or not. Those brass clips fatigue and loose tension, crack and snap off easily. The radio shack fuse blocks are much better than the original ones.
