ms pac man issues

I have an issue with a ms pac man game. The issue is that the pac man does not boot up, there is no sound and I get an image with i character. In a pac man troubleshooting doc with images associated with each issue, I found that they recommened changing the video ram on 4L. So I changed all the ram on row 4 as well as installed a cap kit from bob roberts for the ms pac man game. This changed the picture to what I have attached. There is a vertival bar of characters that goes from right to left top to bottom. Not sure what to do next and looking for recommendations.

Reset issues are usually address related problems leading up to the program ROMs. Aside from sending it out to someone with some proper equipment to test, make sure the CPU, ROMs and those pesky daughter cards are all seated properly.

Whenever I do a pac repair I usually end up replacing all the sockets. Solves so many interconnect problems.
 
I have seen the http://www.arcadegameover.com/pactrouble.html document and that is why I started with replacing the video ram. I have also reseted one of the dauter boards, and most of the socked IC's while carfully trying to clean them. I did see a couple of images and fix logs that had discussed changing some of the 74LS161 IC chip, sepcially if they are dirty, which this one is. I dont recall the article or the locations, but can get them. Also, Last night I tried to remove the Character Set 5E & 5F one at a time to see if there was any effect, and it did not see to be any change.

Any other thoughts?
