Here is a video of what it is doing.

Also in this picture is a switch, the button is the credit button above it is a "switch" with three prongs behind it, only one wire is hooked to it. Not sure if that is relevant it is just the only thing I noticed that didn't look right.
attachment.php

I cleaned the edge connectors on the board already.

Any ideas?
Thanks

Looks like the board is trying to boot and you likely have a rom (or socket) problem on row 6.
Is this a pac or mspac? If its mspac also suspect the ribbon cable.
Is the wire from the test switch or the credit button? Either way, wont cause your problem. Put the wire back on and throw it in test mode to see if it indicates a bad rom.

I've seen that problem several times, I call it the Reset Loop bug, it'll keep trying to bootup but reaches some point in the code where it times out and the watchdog causes it to reset.

What I find sometimes is that there's usually at least one of the 2114 ram chips are bad, between locations 4K to 4R. You should try swapping out one of them at a time to see if the problem goes away and bootup properly.

I keep some of the bad ram chips that cause weird problems like this just for fun ;)

It is a ms pac in a pacman cab.
The wire is off of the test switch.
Will try that.

I don't have any to swap out though.

Good point, a bad 2114 can cause this problem also. I just make it a practice to check roms first. If 6E-6F roms are masked roms without a window check all the legs for corrosion. The legs of these break off really easy so if you decide to pull them plan on replacing them.

Think I am just going to put it up for sale.
Thanks for the help though.
