Ms Pac Cocktail resetting...

I bought a Ms Pac cocktail that keeps resetting every 5 mins or so.

I checked power at C3 and am getting a pretty steady 4.6....When I check at the big caps (c7 and 8 I think?) above that I am getting 5.85

Is that the correct voltage?
 
anyone know if these voltages are right? more importantly, is it safe to assume that i'm dealing with a board or ps issue? there is a slight hum in the speaker...just thought id throw that in!
 
c7 & c8 = 7.5v According to the manual. Are you sure that the hum is from the speaker and not the iso-transformer?? Unplug the speaker first. If hum is still there, iso is doing it. Not uncommon and doesn't mean that its bad yet. Resetting, not sure about that. What happens in test mode??

-Hum is for sure from the speaker...Pretty light actually. Non existant when monitor/top is opened/away but louder when closed back up/close to it. Must be a shielding issue...Not an issue that I need to worry about now

-Self test comes back with no memory errors.

-7.5...Could low voltage be causing it to reset? I suppose I need to test the power block to confirm proper voltage..?
