Tested with the bulb and wire rig, connected one side to pin 12 of J2 and the other to a ground, put it into test mode, and the bulb didn't blink or light up at all.

I gave you the wrong advice. Surprised no one caught it

You need to connect the other lead to the switched illumination positive voltage, not ground. Brain fart.

Take a look at the schematics when you need to find this stuff. TP1 on the rectifier board is one place.

Just wanted to post on here now that I got the working auxillary lamp driver board back. Put it in, and everything now works. I need to go through everything to get it to work 100%, but all the selonoids work. So thanks guys.

This was kind of a fun one. I overlooked the solenoid expander at first but once I remembered that was in there (and looked at the schematics) the solution was obvious.
