A bad connection will allow a digital voltmeter measure the voltage present but won't allow enough current to flow to light a light. You should be able to ground the non-common side of the lights and make them light up. There is a common ground wire from the transformer section that runs all the phase lights. Pins 9, 10, and 11 of the transformer plug run the phase lights. Violet-black, violet-red and violet, with violet-black, pin 9, being the common ground. Use a jumper on pin 9 and touch the lamps to see if they light up.
