Mortal Kombat I sound pcb problem?

Hey guys,
I bought this MK1 PCB from a guy, not saying any names, but this dickhead has done things like this before, it's come to my attention.

He tells me this PCB is 100% working, and I bought it for 70$.
I get it home, test it in my 100% working MKII cab, and no sound.
All the cables are present, hooked up correctly. Nothing.
Contacted the seller and asked why he sold me a board "100% working" that had no sound.
His response : "I dont have any pcbs right now. thanks"

Does anyone have any idea what could be happening? Are these sound boards known for going bad 'whilst on the shelf'? Because that's what I'm told happened...@@

Any help appreciated, happy holidays to everyone...

while these like any other soundboard can fail at any point, they don't normally just kick it on the shelf. Tho keep in mind this is 20 year old tech and well some components are well due for failure.

that said, post a picture of what you got maybe there's a small component missing, have you run the sound diagnostics? metered voltage? tried another volume pot/ribbon cable?

Just some idea's, post the pics we'll see what we can do.
 
Thanks for the replies, did test the voltage, volts OK to the board. Sound test produces errors. Have not tried replacing the pot b/c I assumed the board was having problems. I'll grab it for a picture tomorrow, maybe someone will see something I'm not...
