Moon Patrol dip switch/flipped screen/input issue

In the process of getting the collection ready for a local show, Moon Patrol started to act up on me. Imagine my surprise when it suddenly began to display the game, on an upright, with a flipped cocktail screen.

Upon further investigation, the dip switches don't function at all, including test mode. No response from coining it up, or any controls, but the attract mode plays otherwise fine... just upside down.

I'm assuming this is a logic problem somewhere at this point. Anyone have a solid idea of where to start looking?

do you have the ability to bench the board and probe it with a logic probe?

Since so many things dont work it sounds like something on the data bus is messed up.

5M is the buffer/driver/transceiver on the bus right in front of the CPU. 1k drives sound but is also on the data bus and could hold things down. Theres a bunch of chips on row 1 that could be causing all of this as well.
