Moo Mesa Sound Issue

I just got my hands on a Konami Cowboys of Moo Mesa PCB. Everything works excellent except the sound. I checked the back of the board and nothing is touching, checked and reseated the ROMs and still nothing. The board is very clean and nothing looks burnt out. I have checked many Konami games in my cab so it's not that. Any suggestions?
 
It probably shares the same sound issues as X-Men and other Konami games of that era. Does it have the black painted audio cap section?
 
Yup, it has the same sound board.

It's the little black chip section on the top left corner with the black caps.

Look carefully for any hairline cracks in the body of the black sound hybrid chip, they are very fragile. Usually bad caps leads to weak sound, if you crank the volume sky high can you hear anything faintly?
 
Do you get any bad ROM checks on startup? Or in the service menu?

My TMNT Turtles in Time has a bad Mask ROM that distorts my speech audio, but not music or SFX.
