Monitor won't hold vertically or horizontally

Need some help, I have a Granny and the gaotrs with a wells gardner 13k4806 monitor which won't hold vertically or horizontally. Ican get it to slow down but not to stop, the horizontal rolling is worse than the vertical. I have tried to adjust the monitor but with no luck, is this a sync issue? Or a horizontal pot issue on the monitor chassis? Could the problem be the signal it is getting from the Vidiot deluxe board of the game? This is driving me nuts. Also the one of the pins on the tube came out when I tried to take off the neck board which is for the color blue, I managed to put it back in and the blue still works, anyway to get to stay permanently in the neck because everytime I pull the neckboard it comes out, not like I plan to be pulling the neckboard off often.
 
I know it is the monitor, I connected granny to my baby pac that uses a 13" g07 and there are no horizontal or vertical screen roll. I know the monitor needs to be capped, should I start there and also change the horizontal pot on the monitor chassis?
 
Is the 4800 the 13" version of the 4900? If so, try disconnecting the vertical sync. And yes, change the caps and reflow the video headers...
