Monitor too dim

I have one of these no-name type monitor kits I recently purchased. was able to get the game to sync up properly. this is a new monitor and board. running through an NTSC decoder because its hooked up to a laser game. colors are good, but the overall brightness on the image, is just not as vibrant as it should be. I have tried turning up the "screen" knob on the flyback, but this did not help the overall problem. have tried multiple combinations of brightness, contrast etc - but still the image on screen is just not as vibrant (bright) as it should be. it's almost like a lamp on a dimmer switch in a house turned down. any ideas on how I can get the image looking vibrant?

regarding the NTSC decoder - I have tried both the G07 as well as 8Liners CV-03 NTSC to RGB convertor both with the same effect.

yeah I tried turing up the color pots, even that is not raising the overall vibrancy of the color.

have not done a rejuv on the tube, because it is a new tube, and I was going to hold off on that unless as a last resort.

thanks guys - I'm wondering if the IC chip on the monitor board is faulty? going to run some more tests, but if any of you have any other suggestions I would really appreciate it.

When i used to hook up monitors using a ntsc board the pictures look like crap compared to what it was before i did it. I ended up adjusting the color pots on the ntsc board and it still wasnt as good as before but ended up tolerable.
