Monitor problems

got a cabinet off an operator and the monitor has lines in it like snow and also has lines. I emailed the guy and he said this,

"yes or that is the in but you must check the voltage on the dotard.Reading should be about 5.0 - 5.3"

dotard umm I always thought dotard was someone that is weak minded anybody have any ideas what he is talking about he also said It could be something wrong with the voltage in the power supply.

Post pics of your problem. if it is indeed a monitor issue, we'll direct you to the monitor repair section. if it is not, we'll help you troubleshoot to identify the real problem...

That whole sentence is dotard ....

But I only assume he meant check the voltage on the board.
"snow" is usually a board issue, "lines" can be either board or monitor depending on what kind of lines they are.
