Well...... is this a Neo Geo? I am assuming so, and therefore would recommend trying another game. If it happens on that game as well, you can start to localize the problem.
 
I assume he is talking about those "Morse code" lines. Look on the far left of the screen and the top left corner.

yes it would as that's troubleshooting 101.

1. Try another board/game
2. If it still looks awful it's the display. if not it's a game/board issue
 
But since Neo-Geo consists of both cartridges and hardware, would it necessarily remove doubt as it would in a dedicated arcade game? I would think you would have to change out hardware as well to confirm it is a monitor problem.

Perhaps you are correct, however, you are assuming it cannot be caused by the cartridge and I think that skips a couple of steps. It would absolutely remove doubt if this is the only cart he has this problem on. If it is only this cart, then he immediately knows the source. If it occurs with other carts as well, then he can eliminate carts and move on to the mother board or monitor. He has to start somewhere does he not, and he never mentioned any trouble shooting to this point.
 
I have concluded it has nothing to do with the monitor

Some slots work even with known working games...Think my 4 slot may need repair...Heard about the cold solder joints

Anyone out here repair these bad boys?

Do you mean some slots work and some do not (using known working carts)? Your post is unclear. Anyway, hold off on the repairs just yet. I would first take the motherboard out and clean it really well. Neo Geos are finicky bastards and do not like dust at all. Put some isopropyl alcohol on a piece of poster board and work it in and out of the slots a couple of times. I would also take a toothbrush to it and scrub each slot. Also, check you voltages at the board. Some games have to have slightly higher voltages than others to function.

Well, I was thinking that if it is a fault of the cartrage and a new cartrage works, is it possible the problem still originates in the hardware or power supply and will eventually cause problems in the working cartrage?
 
Maybe, but doubtful. It is much more likely just dirty slots. He has another thread going about this as well because he wants someone to repair it.
 
Yeah, dirty sluts can cause real problems, especially with joysticks.
