This is going to be my first attempt to troubleshoot a monitor, so Im hoping to get some direction. I havent found a label for the chasis yet, but I will keep looking. Its from my recently acquired baby pac. Attached is a photo of what the monitor looks like. The colors switch when I adjust them on the vdiot board, but it will only bring up solid colors.

I visually inspected the chasis, and noticed one of the HOTS (?) had white residue around it. I checked the voltage and it was close to 170volts on that one compared to 108 on the other one. What exactly does a failing HOT do? Sorry if my terminology is off. Thanks!

I have a feeling these wont help much. These are the only labels I could find on it. I checked the baby pac manual and it said they came with a 13" G07 Monitor, so I guess thats what this is.

Have you confirmed it is a monitor failure, by coining the game up and seeing if it plays? I know this seems like a silly question but you would be surprised how many people see no picture and point to the monitor being the problem when its a board failure
 
I've actually lost power to the vidiot since I posted this photo. I get power everywhere else but that section. When the vidiot did get power, it wouldnt boot up or coin up. I was hoping to get the monitor to display what chips are bad in the video test mode. I guess I should focus on getting power to the vidiot and then get that board working.
 
Surprised you haven't received more help yet, I'll try to help as best I can.

1st, that's not a G07, that's a 13" 4900, I believe they're referred to as 4800's if they're the 13 inch model. It's a Wells-Gardner.

Second, I think your monitor is fine, and your problem is on the video board. I have two reasons for thinking this:

1. 4900 (4800) monitors are like tanks. They very rarely fail completely, and they also rarely fail in such a way that they still come on, but just don't display a picture.

2. Vidiot boards fail all the time. 95% of them don't work. They're even named "VIDIOT" which means when they designed it they knew it was a piece of shit.

Baby pac as I'm sure you know has two computer boards, the vidiot, and then also the pinball's mpu. Both of them have a flash sequence that they go through to tell you what's wrong with them. Do some reaseach on that flash sequence, it makes it much easier to troubleshoot. Check out the MPU first, see if you get the correct number of flashes on it, then you'll know if it's ever booting up (It'll probably reset the solenoids on the playfield when it boots). Check out the battery corrosion on the MPU too, I can't remember if the Vidiot also has a battery.

It's all in the flashes! If you're not getting any flashes on the Vidiot, check the power connector, it has to be something simple if you're getting power on the MPU.

Thanks for the direction! First order if business is getting power back to the vidiot I guess. Its so weird because I tested it right at the connector at the board (in red) but nothing. I guess Ill have to rip out the board and take a closer look.

The thing in blue looks like use to be soldered to the board at the other blue marks, but it was cut before I bought it. I guess I should start a new thread in a different section now.
