Monitor issues - WG 22V1003

Hi guys, I am having a problem with the monitor in my Atari 4 player Football. It is a black and white 23" Wells Gardner, model 22V1003. I installed a new cap kit, the neck glows, the game plays blind and the monitor screen glows, but has a blank picture. I tried turning the brightness and contrast up and down, nothing changes.

Any thoughts? I also installed new caps in the AR-I board and rebuilt the power supply...

Just so you know as well, the monitor acted this way when I first got the game, so after all that I have done, there hasn't been a change...
 
chas - I am down in Oklahoma...close to OKC. How much are you looking to get for the chassis? (I have a 2 player version as well that is in need of a monitor chassis)

Oryk - the cables are connected...the game does play blind. Is there a way to test if the signal is being sent from the board to the monitor other than plugging in another monitor? Obviously power is being sent, just need to know how to test the signal. Thanks!!
 
Is there a way to test if the signal is being sent from the board to the monitor other than plugging in another monitor or an oscilloscope? Do the pins on the end of the monitor cable output a voltage that can be tested by a DMM?
 
There will be a signal out, but I don't know what you should be seeing so the DMM reading may not be helpful. You could try and look for a signal on the color lines (my guess is there is no signal) and if you have an o-scope you could look for a signal from the sync lines.
