The monitor in my galaga has done this for a while, but I hardly play it. It looks like a WG4600 chassis. Would a cap kit take care of this, or is there a problem elsewhere? Adjustments changes nothing.

You're brightness is too high. A cap kit MIGHT fix it, but first try turning down the black knob on the neckboard and the white pot in the middle of the interface daughtercard. That pot on the interface pot probably needs replacing, as it causes issues with brightness. Bob Roberts' kit comes with a new pot for it...

Adjusting both doesn't change anything. I'm going to get a cap kit and try that.

I installed the cap kit and now I have nothing. AC voltage at fuse is 64.3v. No neck glow, zero. I verified all my cap placements and polarity. Where do I need to start looking?

Go back over all of your solder joints. It's not uncommon to have cold solder on the pins for those daughtercards,

And did you replace the screen pot on the left daughtercard during the cap kit?

Found a bad trace on the hor/ver card and it is somewhat working again. The problem now is scrolling that won't adjust out and the original issue exists The daughter card from my ms pac stops the scrolling, but not the brightness/line issue. I have little trouble working on pinball, but the video/monitor repair I am at a loss.

isn't there a screen control on the flyback that you can adjust?

The brightness pot is the black knob on the neckboard for the 4600.

There is also a screen pot on the left daughtercard. Did you replace it during the cap kit? They tend to go bad and cause issues like this...
