MK3 PCB Problems

I have a MK3 PCB that doesn't display anything on the screen and appears to reset every 10-15 seconds. I say it is resetting as the LED (DS1) will flash on and then off again. Voltages at the edge connector look good. I tested for +5v at the ICs and all seem to have +5v except U64. I do get +5v at that IC when the board goes thru its reset cycle and DS1 flashes but then it goes back to < .2v.

Any ideas???

Get anything reported on the post tests or does it not get that far? What is U64, a Ram...Rom?
I just fixed a Ultimate MK3 board that had a bad solder joint on one of the rams. Those surface mount components can be a bitch expecially on a big heavy board like this because they wont withstand any flexing.
 
Most likely a bunch of bad surface mount soldering connections on those tiny pins on the square chips. Those boards are notorious for dying after even a tiny amount of flexing.

On those boards I generally shotgun all those very tiny chip pins to fix flakiness problems to downright dead boards.
