Missile Command Trackball

I just did a rebuild on my Missile Command trackball. However one of the encoder wheels is catching on the optic sensor as it turns. What could be causing this and any recommended fixes? On the smaller trackballs (like for centipede) you can just relocate a washer to adjust the placement of the encoder wheel. Can't do that with the 4.5".

I have been fiddling with it for a while now. And the teeth of the wheel and the wheel it self are straight.
 
Sometimes the encoders get warped. My reproduction boards have slightly larger mounting holes so it allows for some adjustment. You could try enlarging the mounting holes in the pcb or use smaller diameter screws to get some more adjustment.
