Missile Command Test Harness Problems

I built a Missile Command to JAMMA test harness for my PCB and I'm having some Sync issues. Or at least I believe the problem is the Sync I can't get a steady picture to appear on my test rig what so ever. I know the Monitor is good because I have run different games on it today. I know the + Sync is what the board runs off of but when hooked up to the monitor I get nothing but a scrambled screen. When I say Scrambled screen I don't me a stable picture with graphics glitches I mean a screen that keeps moving and is different colors and looks like the sync isn't adjusted right. I have tried switching the sync wires around and I tried the composite sync off the board but still get no stable pic. Any Ideas? I wish someone had a dedicated cabinet near by so I could just pop the PCB in and test it out to see if its a board issue.

I have a Missile Command JAMMA adapter that works.

What monitor are you trying to test it on?
 
I believe the monitor is a 13K4800 the label is missing with the exact model number it has that small P344 board on the back of the chassis. The only numbers I could find where WG829251 and a 69x1406-100.

Its funny this board doesn't like the monitor my Centipede test rig works fine with it.
