Missile Command > Someone help me troubleshoot?

I just picked up two machines one is a dedicated missile command. when its pluged in the screen come on but no graphics or sound. i also picked up a popeye which is in a missile command cabinet. same issue with that. is there a way to trouble shoot to see if there is somethign wrong?
 
where would i check voltage on the board? i am really new to this stuff. as far as when it turns on...the lights come on for the 1st and 2nd player button and the marquee also come on.

The test points are well marked on the board and should be fairly easy to find. Set your multi meter to DC. Black lead to ground (there's even a test point for ground). Red lead to the +5, -5, +12 test points. See what you get.

Do the lights on Player 1 & 2 flash, or are they solid on?
 
the lights are stay on player 1 and 2. no blinking. i'll have the voltage results tomorrow.
 
all voltage checks out on the board and both player 1 and 2 button stay lit. the voltage would would fluctuate just a volt liek 12 would go 13 12 on the meter but i don;t think that means anything. anyone help be from here?
 
I don't recall if that game has a test mode. Check the manual for that first to see if it gives you any hints. I seem to recall it had beep tones for bad rams, etc. Check that out. Also, clean edge connectors with a pencil eraser. And carefully re-seat any socketed chips. If the legs are black then you can clean them off with Tarn-X. But be very careful not to bend or break legs. And let them dry completely before putting them back in. Make sure they are in correct locations and in correct direction. Those are just general tips....if it comes down to board repair you are probably over your head.....
