Missile Command Help

I'm restoring a non-working MC I picked up recently. I've updated the power brick (bob roberts kit), installed a rebuilt A/R II and rebuilt G07 chassis. I'm currently getting no sound, green tint on the monitor, player 1 and 2 lights on and the pcb led is lit.

My voltage reading on the test points are below. Am I missing something? Does it look like I have a bad game pcb?

I also recently purchased a (working) mc pcb but getting the same results.

I'm leaning towards a bad pcb but wanted confirmation.

If these are in fact bad mc pcb's I'll need to research my next steps.

+5 = 5.08
-5 = -5.07
+12 = 11.7

ARII

-5 = -4.96
+12 = 11.8
+10.3 = 10.2
-22 = -16.6
+22 = 16.5
36 = 13.7

PS

Pins 1 and 2 (10.3vdc) = 10.4
Pins 4 and 6 (25vac) = 27.5
Pins 4 and 5 (12.5vac) = 13.6
Pins 11 and 12 (6.2vac) = 7.0
 
First thing try is putting the board in test mode and see what happends.

If that does note help then the next step would be to check the clock signal with a logic probe.

I can repair (with a swap) your board and will test for free (ie if you send it or repair and it already works I will let you know at no charge (besides retun shipping)

Though looks like riptor already made you an offer for testing the board.

Your probably an hour or more closer. I just figured it would be cheap to ship the boards to me if he needed them tested to rule them out or narrow down the issue.

Thanks for the offers to test my boards. Im gonna step through the test mode process again and see what result I get. I'll follow up with you guys. Thanks again.
 
I might not have changed the meter to VAC. I'll have to double check that tonight. Thanks for spotting that...
 
Wait did you say you bought I working board and still having problems? If do you really should rebuild your power supply and replace the big blue cap. Even if your voltage readings look good.
