Missile command project I'm working on came with 2 of the wires cut right before the edge connector for the game pcb. These 2 wires are (A), (1) and are connected to the ground tab on the game board.

Looking at the pinout (mikes arcade pinout), one is "GRD" and the other is "+5 return from regulator".

Not sure why this was ever cut. Is it a problem? Can it stay this way or should I reconnect the wires as they should be? Not sure what "+5 return from regulator" actually means and its purpose?

If you want to take to board outnit's a big problem. They did it because the pins on the connector got old, and they didn't want to fix it right.

You have several choices:
leave it alone, at least till something breaks.

fix it right - you should probably replace the connector, after checking to see if you've got any burnt pins.

fix it right and mod the arII - the arII uses a +5 line back from the pcb to adjust it's output voltage. as things age, the connector causes this line's voltage to drop, causing +5 to rise, eventually either burning pins, or damaging stuff. You can defeat this sense system by shortin the correct two pins on the arII, BUT then you'll have to be more carefulnto adjust the +5 yourself.
