Mini PC recommendation for LaunchBox Big Box?

Maybe this isn't the forum for this? I am building a multi game with LaunchBox Big Box as the front end. I would like to buy a mini PC but not sure on minimum performance spec. I want it to be plenty powerful for arcade only games up to about the year 2000. Also, any advice on running windows vs. Linux with LaunchBox?

Lots of people are using AM4 athlons to make budget mame setups these days. They are under 100 dollars, can play virtually anything and can be used with freesync.

If you are going to use other emulators for more modern consoles then you may need a little more power.
