Mike Tyson PC-10 PCB freezing

I got a Mike Tyson's Punchout PCB and it keeps freezing after I beat glass joe.

It also sometimes freezes in the main menu. Someone suggested resetting the chips, how should I do this?

Also you will see some white stuff on the back of the PCB, could that affect it?:

Looks like you have some corrosion on the back of the pcb which may be causing some of your issues. Get a tooth brush with firm bristles and scrub that stuff off.

You may want to get a chip puller to pull the chips. I use a small screwdriver and slightly pry under each side of the chip going back and forth between the sides until it lifts out of the socket. Be careful when reinserting the chips as not to bend the legs and make sure the chips are aligned correctly.

Thanks, tried resetting the chips and using compressed air to clean it. Also tried the toothbrush tip. I guess it is just a bad board. Now to find a new Puch Out PCB.
