I have a Mortal Kombat board that does not have any of the eproms. Do I need to replace them with the correct roms or can I change it to a different game? Since the board is unpopulated I don't feel bad about converting it and would like to try out SmashTV. Thank you for any answers.

Y-units have like 7 PAL chips that function as a security feature, so in short, Williams/Midway made it so that you can't exchange roms from different games on them.

as another piece of trivia, the T-units employed something similar. since so few T-unit games were made, they each had different graphics processors. Y-units had different speed graphics processors too.

what happened to the roms on your board anyway? lol

That's just the way I got it. It just said Mortal Kombat main pcb. I tried it a few times to get it running but for the longest time didn't realize the empty sockets weren't supposed to be empty lol. This is why I repair monitors not pcbs.
