Midway Cocktail Control Panel Help

I've got an original Midway cocktail Ms. Pac man that I want to preserve while putting in a 60-1 board. I was able to acquire to blank control panels as linked below (they are identical).

Question 1: The textture is a little rough from where the yellow paint is peeling. What can I do to get this flat? Will regular sandpaper (say 60 grit) work on metal?

Question 2: What would be the proper black spray paint to get the typical black gloss seen on these CPs.

Question 3: The dimensions of my CP sure look like this, but the previous owner did not know where they came from. I love that artwork, but the Ebay seller hasn't responded to see if the dimensions matched mine. I tried the BYOAC forums without much luck either. I'd like to get a nice overlay for it!

Measurements from the top/left corner to the center holes:
Joystick - 3 1/8" right, 2 3/8" down (button measurements also provided so you can see how much room I have in this 9" CP)
Button 1 - 5 3/4" right, 2 1/2" down
Button 2 - 7 9/16" right, 2 1/2" down
P1 - 6 9/16" right, 13/16" down
P2 - 7 11/16" right, 13/16" down

Question 4: I was thinking of doing a keyed/hinged mod to the underside of the "new" CPs to allow one to "drop" the CPs to quickly do a joystick restrictor plate swap without having to open the whole cocktail cabinet. Has anyone ever attempted something like this before?

I thought Ms.Pac-man had the same slanted control panels as Galaxian.

?? These fit perfectly in my Ms Pac Cocktail and look identical to the originals that are in there now.

These are blanks that were apparently drilled/used for a multi-game at some point. My questions remain unchanged. :)

I assume you are not looking for "perfection" (or you'd would be power-coating the control panels), so sandpaper should work, though it will take a while. Ending with finer grits would be desirable.

I have a couple of sets of these control panels, and I wouldn't obsess too much over the black used. Es[ecially since most of it will be covered by an overlay. And not an original replica. But I believe semi-gloss comes the close from what I've read. (Though I hear Satin works too). I believe that the originals were power-coated. Nevertheless, I'd end with black appliance epoxy, which is the most durable if you are spray painting.

I have an idea that is similar, but decided against it because cocktail games are not for me and I intend to get rid of the ones I have.

As for the CPs, I guess you're right. I've heard this term "Powder-coated" used in a number of metal applications over the years but I admittedly have no idea what it is or how it's done. I'm mainly just trying to get a protective sheen to it, so I will likely go with a semi-gloss and look into the apoxy (if you have a link that'd be great).

Trying to wrap my head around the hinge/key mod. probably will experiment with some cardboard to see if I can get the stability right for the bottom retaining plate.
 
Well, he did mention that they fit "Midway cocktail cabinets like Galaga / Ms.Pac". And that they are 9" wide. But that is a lot of money. (And those controls are for "left handers").

The Semi-Gloss and Epoxy spray paints I have were picked up at Home Depot. So stores like that(Menards, Lowes, etc), will have them.

I don't understand how you will use cardboard to test fit, but I guarantee that such a project will be more complicated than you initially think. :)

My idea involved total actual swapping of the control panel top without have to swing the top of the cabinet down. (After all, you couldn't fit a joystick, buttons, trackball, and spinner on one of these). :)
