this looks more like Data corruption.
And or program corruption.
From my days in slots n video poker, I would read your manual
about a low level reset, reset all memory pull main chips and re seat them.
try this then let us know
Not a monitor problem....pcb problem.
If its a bartop model, I found the caps on the pcb usually need replacing since they hold alot of heat in that small enclosure. Same goes for power supplys and monitor chassis in them.
