If, by "bulb", you mean the picture tube in the CRT, then it's a pretty involved repair. I'd suggest posting in the New York regional forum to see who, in the area, might be able to assist. Expect to spend money to fix it, and not a small amount -- into the multple hundreds of dollars. That's likely why the repair guy said to junk it. It's a Stern cabinet (maybe a Berzerk, given to black overspray inside), with a bootleg Ms Pacman board in it. It's primary value is purely your attachement to it (which is valid value). You are the only one who can decide what it's worth to fix it. However, don't literally junk it. If you decide you don't want to fix it, find someone else to take it.
 
Hi! Amazing job! Can you give advice? I have a MsPacman machine that worked for many years, moved it from NC to NY and two houses later and appears the bulb cracked. Cabinet is blue wood, MsPacman sign, Galaga controller. Had a video repairman come look at it and he said to junk it. Do you think I should try to fix it or sadly part with it. I've had it since 1994. Thanks for the info!
Hi! That's actually a either a Stern Berzerk or Frenzy, but probably berzerk. Someone turned it into a Ms. Pac-Man, I guess.
You have a GO7-CBO monitor in it. You'll have to find a compatible tube, which means you have to find a TV with a similar tube.

and if you post it into tubular v1: tubular.atomized.org/#s/xref:19VMNP22 you get a whole bunch of tube matches.
You now have to look at craigslist and goodwill for a 19" CRT TV and hope that you find a good tube.
Then you'll have to swap the tubes, which there are tutorials and accounts here to learn from.

Or you can sell it and buy a real ms pac. Or find a different monitor and let someone else repair this one.
