Are Dim pictures on an otherwise working monitor usually attributed to the tube or chassis? I was guessing tube.

I have a rush the rock with 25 medium res monitor in it that is dim but otherwise fine . All colors etc good. I have several of the same monitors with bad chassis and presumably good tubes. If I swapped my good chassis (all be it with a dim picture) is it possible another tube would get a better brighter picture?

that means electron gun emission is bad. there are some monitor models (Makvision, some Neotec) where caps on the neckboard will have additional influence, but not many. your proposed strategy won't make any difference in solving the problem unfortunately.

rejuvenation doesn't always work. the cool kids put LCDs in driving games because they think they look better. they don't, but it's one way around the epidemic of poor quality tubes. just for posterity what model is it and what tube manufacturer?

In summation the dimness is with the tube?

bad electron gun emissions. this is where people come out with "my picture is washed out!" because they're juicing the brightness thinking it's going to make it look better. it's an entire different component of a CRT. lol
