Working on one for a client. My diagnosis is a bad board: the monitor displays nothing but has neck glow, power supply voltages are good, side lights are good. Interestingly, none of the button or coin lights would come on, but came on fine when I replaced the bulb. I'd just assume they all went bad, but the guy said they were all good until the day he turned it on and it was in it's current state. Could a power surge have taken out the board and subsequently the light bulbs?

Coining it up gives no sound or any indication that anything has happened. I've pushed in all the chips, checked the connectors and the voltage. Is my diagnosis accurate?
 
I actually just found and read through your guide moments before checking to see if there had been a reply here. Power is adjusted to 5.15v at the connector to the board. I even swapped PSUs just in case. I just took out all the ICs, cleaned them, and replaced them. No change. All I have are lights and monitor with no image. I'm almost certain it's a board issue. Visual inspection shows nothing obvious. I'm probably SOL to find a replacement or a repair center, aren't I? I'm not great with board repair.
 
Medalist does repair the boards. Naturally, to the extent a 20 year old 286 computer board can be repaired. Contact the service department at Medalist.

It might be something as simple as a corrupt eprom.
