Measuring voltage on a marquee light

Ok I have a regular marquee light that won't work. I have replaced the bulb, starter, and ballast...still nothing. I measured 110v at marquee plug by the marquee up top(plug had speaker wires in connector also).

My questions are:

First, does it matter which black wire on the ballast goes to which end? I usually install exactly the same direction the wires come out to the same wires. This time one wire on ballast was too short so I swapped black wires to make if fit without splicing in longer wires. Could I have messed ballast up?

Next question, I measured straight from the bulb socket without the bulb installed and had 110v between a black on one side and white on other....nothing on the other two! How do you measure a 110v light from the bulb socket?

I had the same issue... I replaced the bulb, then the starter. Nothing... Replaced the ballast, still nothing. Replaced the bulb with another new one and all was well... seems the bad ballast must have taken out the first bulb.

I always start with the easiest, most common! I change bulb, starter, then ballast...maybe instill have a bad bulb!!
