is there a way to trick these with manipulating the harness somehow to think its hooked to a machine to bench test for acceptance and functionality without spending the $400 on a tester??
 
Depends on what all you want to test. For basic testing you just need power and some way to count the pulses. I built this little jig years ago using an old coin meter. It doesn't program any of the flash but it works for most repairs I needed to do.

what you have there will do the AE series not a VN i found the info I needed for jumping the pins on the other side of the plug so the unit is enabled for testing...

that setup is slick I like that
 
Normally a VN series is looking for signal from the vending machine (enable) which tells the bill acceptor the machine is ready.

Operation of the bill acceptor outside of a machine (like on a test bench) would require certain pins on the side of the bill acceptor to be jumpered thus enabling the bill acceptor to take money.

On the AE series, there is simply a dip switch to set it for being "always enabled" or have the host machine "harness enabled". On amusement and jukebox applications the AE series is usually set to always enabled with the dip switches.
