Marquee Light Problem

I have a floresent light behined my marquee, 3 wires come out , 1 is attached to the cab, 2nd goes to the ground on the power supply, 3thrd goes to the 12v on the power supply.
It wont work I have checked the bulb (works) just wondering if the hook up is wrong.

Check out this thread. The starter could be bad. A new one costs a couple of bucks at Home Depot. Here's a page for reference:

Replace the starter before you mess with the wiring. A lot of golden era games use an FS-2 starter for the marquee bulb, but look in the manual for your game to see exactly which one you need.

Also, make sure you have the correct bulb for your game. Manual should state fluorescent bulb specs as well. Make sure you have the right 'T' rating with the correct wattage and voltage. Also remember that Nintendo thought they were special and used 100V bulbs instead of the more common 120V bulbs. Their starters were different as well.

If it still doesn't work after replacing the starter, the ballast may be bad. You can get new ballasts at Home Depot as well.

this machine was built from others. So no plans just need to wire it properly I have another fixture to try but I dont know if this is where the wires go, 3 come out 1 is grounded to the cabinet , the neg I assume goes to neg on the power supply but what does the positive go to -5. +5, 12.

Flourescent light fixtures run on 120V AC, not -5V, +5V or 12V (all of which are DC outputs of the power supply). Wire it up so that when the power supply gets 120VAC (its input, from the wall) so does the marquee. Bob Roberts has a write-up on cabinet AC wiring, including a nice diagram at the bottom:
