Mario Brothers pcb help

Just picked up a Marios Brothers pcb non working, when the game is turned on all you get is a blue line down the side of the screen and a sound that sounds like a squeaking door opening. The sound sometimes will just keep repeating itself and other times just make the sound once. Doesn't coin up and pushing the test button doesn't do a thing. tried to reseat all the chips but no luck. Anyone ideas?
 
I think that startup sound is normal, but sounds like it's stuck in watchdog or something.
 
It was suggested to check the power supply to the board but the cabinet did have a super Mario brothers in it and that worked fine so I assume the power to the board should be fine.
 
Broke out the logic probe today and did some poking around. The reset on the z80 does go from logic high to low when the game is turned on but I notice the 11 mhz crystal is showing low on both leads with no pulse, the 8 mhz crystal is pulsing on one side and logic low on the other. I believe that one side should be pusling am I correct on that? Pins 2 & 3 of the 58715ic go to the crystal but they both are showing logic low also with no pulse.

I wouldn't probe a crystal with the logic probe... the voltage is usually not enough to bias the probe. If you look at the schematics you should see a small circuit that amplifies the oscillator. Check pin 8 on 3E for the 8Mhz xtal for example. And possibly pin 8 of 2U for the other? I question that because the schematics show a 24Mhz xtal at that location and not an 11Mhz. Although the parts list shows 11Mhz so it may be a misprint.
 
I am fairly certain the 11 mhz crystal is factory, looks like orginal solder. Also I checked ic 7H and the address line are active and pulsing but the data input/output lines are dead, it's a 74ls245. The ic on the video board that is connected to it are also dead. The monitor shows one bright blue line and then about 4 dark blue lines on the screen. I will take a picture and post it.
