I have a magic sword pcb that appears to be in perfect condition that does absolutely nothing when plugged into a jamma cabinet. Ive actually tried it on 2 different cabinets that work fine with other games. How do I go about finding whats wrong with this and moving forward fixing it?

First double check the voltages, then clean and deoxit the connectors and make sure no pins are bent. But if that doesn't work you need to try it with a known good A board (and test your A board with a known good B/C combo). There's a custom on the A boards that is known for going bad increasingly often, and if that's bad, you need to replace the whole A board.

How do I check the voltage? Just like at the jamma connector? I'm pretty sure they work because other boards work fine. Are there any spots on this PCB I should expect to see voltage while on? It doesnt even have leds so I don't even know whether it thinks it should be working. Unfortunately I don't have any other Capcom boards to test with.

Oh, you're new new. This is not how this hobby works. Different games require different loads, so some games working and one not doesn't mean anything here.

Pick a chip on the B board, look at the datasheet for it. Check GND vs the 5v leg while it's running. Should be in the 5.00-5.09 range.

If voltages are good, double check/clean/deoxit the pins, if it still doesn't work it's time to find someone local who does have another CPS1 game!

All good advice above. Also give all socketed chips a good firm press into their respective sockets and make sure the A, B and C boards are all properly seated within respective connectors. Chips more so tend to work themselves loose over time.

Those above here are much more versed in the CPS1 repair area; I'll throw out that not booting at all is usually a bad A board (bottom board). As mentioned the easiest way to determine this is swap it with a known working one. I would be happy to help, but I believe you're in the SoCal neck of the woods. There are members down there that might be able to lend a hand.

Here is a repair log of my MS board, not the same issue as yours, but there is some good T/S info on how to get started:
