Lost a leg of 240VAC today, wierd...

So today I had just gotten home from work, powered up the arcade and bar and was about to grab a thanksgiving eve beer when half my arcade and half of my bar games turn off. Thinking I had tripped a breaker somehow, I go grab my meter, start reading my breaker panel, every other breaker is reading 18v. So I check my 2 main legs of the 240, one is 120 to ground the other is 18 to ground. To make sure it is not my house I knock on the neighbors door, same thing there, an hour later the power goes off completely, and I see a Nimo truck across the street. Shortly thereafter the power comes on, everything came on fine except my X-files pinball, it kept resetting (seemed like watchdog). I unplugged the battery and let the caps drain, and then it started working okay (thinking corriupted RAM). Has anyone expierenced this before, it bothered me because the 18v was enough to light the leds on the surge protectors and make some humming from the games, I ended up turning off all of my surge protectors till power was fully restored and fortunately the X-Files was my only problem.
