Lord of the Rings, Two Towers Multiball, 2 or more players?

So I was playing Lord of the Rings today at the arcade with a buddy and noticed something I've never noticed before. He locked a couple balls for the two towers multiball and then drained. Then on my turn, those 2 balls were locked for me. Makes sense, since those balls can't release for my turn and magically re-lock for his next turn. Is this just some sort of unavoidable occurrence for a game with more than one player?
 
The simpsons pinball party does this as well.

If player 2 gets a ball on the couch then one of the balls just release to keep going
 
Lotta games have done this through the years. Some games don't physically lock the balls into a specific location and just keep track of how many you have locked while keeping them in the main trough. Many others put them into a specific location.

Firepower and F-14 both do the same for example; makes it much easier to get multiball in many cases!
