Popeye is widely considered to be a dog of a pinball machine. Mainly because half the playfield is covered up by the upper boat playfield. That said, it would be around a $1,000 machine.
The only real; question is can you afford it and will it make you happy? that's all that matters. And don;t ever buy a pin without extensively playing it and don;t ever treat this pin as an investment because it won;t likely ever gain in value. It's not considered a "popular pin.

I love the game, I wish I kept mine. I only sold it because a buyer gravitated towards it and paid more than the going rate for mine at $1500. Typically nice ones sell in the $1200 to $1500 range. Here was my old one:
