Cleaning 1H (or 1J) may fix it, but they used garbage sockets to begin with.
Probing the inputs of 2H/J/K/L might show which ROM output is bad, but it could be a bad input on one of the 194's instead.
Fucking around with the socketed chips that are unrelated to your issue is not advisable.
If they are the original OTP ROMs, you're likely to find some with the legs rotting off, and they may not survive a cleaning. So be prepared to buy/burn some new EPROMs to replace them. Like Mark said, start with the graphics ROMs at 1H/K.
