Lethal Enforcers sound will not even turn on.

I read the posts about the Lethal Enforcers sound issues and how people have repaired the sound part of the PCB but I was wondering if there is something else going on with my LE game that is disconnected or I am not turning on.

As long as I have owned my LE game it makes no noise at all. It seems to me that everyone else I read about having sound trouble said their sound was weak or it crackles a lot, I have nothing. I checked the speakers to make sure they still work and they are fine. When I go into the sound test screen it says my sound is OFF and no matter what I do I cannot get it to turn to ON. I am able to scroll through all the different sound effects to test (of course there is no sound) but I can not switch between OFF and ON in that screen.

Even if my sound section of the PCB is messed up, should the sound at least turn to the on position and maybe make some crackles or static in the speakers?

I know an electric repair guy who told me he can rebuild the sound thing without a problem but he is wondering if there is something else I am mising since the sound will not even turn to "ON" on the menu.
 
DIP switch #1 selects between mono and stereo sound.

In sound test mode, the word "OFF" (below the scale check) does not indicate that your sound is off. It's not a setting... it can't be changed. It is there to turn off the currently playing sound test (some of which are long and annoying).

Go to "GAME OPTIONS" and scroll down to "VOLUME." Then pull the right gun's trigger to raise it. Then exit and start a game.

If you still have no sound, then your board's sound is hosed. Dead sound is often the next stage, following low/muffled or static-y sound, but depending on how the caps leaked and corroded the circitry, it could go straight from fine to dead, skipping the other stages...
