I had to take the legs off of my No Fear machine in order to switch out the leg levelers however on one leg it seems that the bolts won't go in all the way. They have gone into the holes and are in the machine but I can't get them to press all the way up on the leg to keep it stable. Does anyone have a solution to this problem?

check.

I would say if their on true "bolts" check the threads..
if there is a cross or mash on the threads either bolt or nut side, you should
be able to see it, you might even be able to run a gentle thread cutter and be able
to clean them up..
check that first :)

well the ends that go into the machine's holes seem like the threads are worn down(shorter then the rest of the threads on the bolt) and I had put new bolts in their but I don't know what that means.

I would run a tap through the plates as an added safety. I have had many games roll though and the leg plates were so bad they had used nuts on the back side of the bolts. Trust me when you go and lift the back end of the pin up, you do not want the game to move forward and lose the front legs.

I had to do this just this morning.
I have a cheap $10 Tap and Die set from Harbor Freight, and needed to re-thread the holes for one leg. Worked great and now my new bolt worked without trouble.

yup.

Yup. loose bolts and machines being nudged here n there can wear down on the threads.
one of those things should be checked here and there..

The steel plates that come stock on most machines only have a couple of threads in them.
It's quite common for them to strip, and maybe the bolt and you end up with a loose leg that just won't tighten.
The best solution I have found is to remove the plate, drill the old thread out and weld nuts to the backside of the plate. The nuts have more threads than the original plate so they tend to hold better.
You may need to replace your bolts if the threads are stripped before trying to thread them into the new nuts..
