I just finished installing a socket on my board and there is left over flux that is hard to get to, left over resin (flux) is that a problem will it short the board?

Depends what you used -- most anything these days is going to be labeled non-corrosive or no-clean and should not be any major issue. The residue is barely conductive and starts to look very nasty after several years, but I've never seen any problem in this hobby.

If you want to finish properly use flux remover (link) and a natural bristle brush (link). Spray. Agitate with a brush. Spray liberally so it runs off the board. When it dries any residue is remaining flux which indicates you didn't do a good job cleaning, so try again. It should look quite good when clean.
