Yes.
I've found often that its only on the first few minutes of the movie disc, hopefully thats the case with this game.
The bad thing is LD rot generally gets worse with time. It can also happen anywhere on a disc and can occur only on one side. Did this disc repeat the program on both sides? If so, did you check the other side?
Remember when laser disks and CDs were new and they said that they would last forever and always look great.
