Kortek KT-2938-F Color Issues and No Vertical/horz deflection

Hello All. I am currently working on a Cycraft Simulator (made by Simuline/SEGA)
I have a pair of these simulators in my center that are running Kortek 2938-F monitors. I currently have a total of 3 chassis between the two simulators (1 broken spare) Two of the 3 chassis have issues. My spare has no deflection at all. When screen control is turned up, I see a dot in the center of the screen. Even when this chassis WAS working, the colors were all screwed up.

My first point of troubleshooting would be the spare, trying to get an image. Does anyone have any ideas where I can start looking at problems. I DO have a fully working spare I can swap parts with. Now, I know that when this chassis WAS working, the colors were off. The colors are digitally controlled VIA on screen menu. I was told that I have a bad IC chip and that would be where I needed to start. My BLUE color seems to be the color that is lacking POWER. I know the issue is NOT with the neck board as I have swapped that and the problem remained. I have swapped the chassis with the other CRT and the issue followed the main chassis board. the issue is NOT with the CRT, but with the chassis

My 2'nd chassis that is currently in service also is lacking the proper color saturation. Seems the BLUE is also the issue here. Again, the issue is with the chassis.

Come to think of it, I have a kortek chassis KT-2914 in one of my Fast n Furious that has a pink tint to the screen. Was never able to get that solved either.

Also anybody know where I can find some schematics for the KT-2938-F?
Thanks and I appreciate it very much.
