Korean Raiden Fighters 2 - can't flip image

Hello! I recently got a Raiden Fighters 2 korean pcb and motherboard. The game plays fine, but it's upside down, and flipping the red switch doesn't change the orientation at all on the monitor. Am I doing something wrong? ANy help is appreciated!

Did you power cycle the board after flipping the switch? It won't take effect immediately. If it still don't work, try checking continuity between the center pin and both sides of the switch to see if the switch is actually working.
 
I'll check that next, thanks! Turns out there're more than just this issue on this board...the Player 1 B and Player 2 A buttons also don't work and don't receive any input on the I/O Test screen...it also has audio that pops every so often. Can't tell if the control issues are the cart or board, both are Korean region, and the board is 2.1, in case anyone has info on if these issues may be common or not. Also no idea if the issues are interconnected in any way. I'll check the continuity and see what I can find.
 
On one of the "V2.0" boards, AKA the first version, I was able to fix an input issue on it by replacing one of the 74LS244s near the edge. Your newer one seems to have 74LS245s instead, but it's possible the flip switch and those buttons all go through the same bad 245.
 
I'll check continuity on the 74LS245s, then. I think you're definitely onto something. After testing and retesting and retesting, I kept getting control issues in differing ways, including the screen flipping properly then REVERSING itself without touching the switch, and certain buttons swapping with each other (Player 1 start suddenly started shooting for player 2, for example). Much as this sucks, I really hope the cart isn't the problem...at least it's easy to swap to US with eeproms...I'm terrible at soldering much less microsoldering to fix the motherboard.
 
Basically no chance it's the PRG ROMs, otherwise you would probably have some other issues too. Also, how does the audio sound? Where is the jumper on the 2x2 of pins?

The audio is actually pretty rough...the music goes in and out, gets crackly then smooth then crackly again, and most bizarrely, sometimes the game sounds as though like it's playing the wrong sound effects at the wrong times...and I only know this because occasionally (although rarely) everything can sound perfectly fine. So I've got a basis for comparison. The jumper is on the top row of the 2x2 pins. I also tried it on the bottom row, and it sounded worse.
 
Looking at a few pictures of that revision online, it looks like they might come with TK brand capacitors which I always replace on Neo Geos because they always cause audio issues, so it might be worth replacing them if they are TK.
 
I do also recall that I had to replace a YAC513 DAC on another motherboard because it was having audio issues. I think it was causing the board to not boot when it was set to mono.
 
I traced the continuity on the YAC chip and the 74LS245s chips, and I'm having trouble finding anything wrong...I think this might just be way beyond my capability to fix :/ especially due to the need for microsoldering. Does anyone repair these? I'd love to get the motherboard repaired (and switched to US region, if possible). I'd hate to throw it away, especially since it's a 2.1 motherboard...

I could probably take a look at it for you if you're interested, the two issues probably won't be visible with a continuity test, those chips would have to be tested or replaced. And yeah, the region of it could be converted too. Send me a DM if you'd like.
