For the top four players (myself included), if my target were 1m points I would put any amount of money on the line that I could do it at least one in every four serious attempts.
For players capable of 1.1m+ (as Billy claims to be and his tapes allegedly demonstrate), I would suspect being able to hit 1m at least one in every eight attempts. The difference in strategy and skill between 1m and 1.1m pace is so great, it's akin to relearning how to play the entire game. Going back to a "mere" 1m is mind-numbingly easy for any 1.1m+ player. When I was in the low 1.1m's, I once played in a tournament where I got 1m on my first coin drop.
My point: I would seriously question the authenticity of ANY 1.1m+ DK player who had trouble hitting 1m on a few credits in a comfortable playing environment, regardless of how long of a break they've taken from the game. 1m and 1.1m are such a different level of skill, getting a 1m score for a 1.1m player should be like a Sunday stroll in the park.

Billy Mitchell's highest Donkey Kong score is 933,900 (which is only a marginal improvement over his longstanding 874,300 record from 1982 to 2000), which barely puts him in the top 50 (#47) today. No top DK player thinks it is obvious, or even remotely likely, that a player whose best score is ~934k is good enough to get ~1.063m. This is what Wes Copeland had to say about it (he has the second-highest DK score: 1,218,000):

He's not. He's good. But he's not "THAT" good. He' s a cheater. Period.
If Todd Rodgers is shunned, this guy should be AS SHUNNED if not more so as he's benefited TREMENDOUSLY from his cheating activities... MUCH more so than Todd Rogers.
Mr. Mitchell as a "brand" is tainted and will forever be. I'm disappointed he was even invited to Kong 6 as the guy's mere presence at ANY event affects the authenticity of said event.

No dog in the fight.... but Richie claims that the tape used as "proof" was falsified specifically to throw shade on TG.
Very few people know the actual truth of the matter. I am not one of them. I will say that it's possible that the tape was faked, as we all know how the "torch and pitchfork" crowd operate. Will we ever know for sure? Probably not.
One thing IS certain, those who believe Billy will probably never waver in their belief, and those who believe he is a cheat will never waver in their belief. No matter what happens.
I give Billy credit for what he has accomplished.... a perfect Pac-Man score, and a former record holder for Donkey Kong. Did he cheat after that? Who knows. I don't.
