Last year I powered this board and the picture was very distorted with "jailbars"

Today, I powered it on and noticed the screen is red and won't get past the ROM check. It would constantly loop and loop.

I reseated the chips and now just get a white screen that loops over and over (I can hear the clicking)

I don't have the tools or skills to troubleshoot, but could this be as simple as burning new EPROMs?

Any help is appreciated.

Jailbars were caused most likely by a abd MASK ROM.As for rebooting, the board has the watchdog active, this mean the CPU is not executing code.This could be caused by multiple factors : bad program ROMs, bad logics, etc.
If you got that red screen, I'd suspect on of the two palette RAMs is bad so you should check them (they are two 2K x 8-bit devices like 6116, 2018, and equivalent).
 
When I first saw the jailbars last year, I ran a ROM check.

One came up bad..
8L Bad 0790

I disconnected the pcb and left it in storage until I powered it on yesterday. The first time it booted, it got past the rom check (red screen) but as soon as I saw the attract mode all in red, I powered it off.

When I restarted it, that's when the rom check screen looped over and over. Reseating 17C & 5F just causes the endless white screen. I've reseated those chips several times and there are no broken or bent legs.

I first need to get back to the rom check screen. Is it worth replacing 17C & 5F first even though they are not listed as bad?

Any idea where I could get replacements if 7F & 8L are bad?

Does anyone program and sell these chips?

Bad MASK ROM can't prevent the board to boot so first you have to figure out why the board has the watchdog active and keeps resetting then you will take care of replace the bad MASK ROMs (27C400 and 27C800 are EPROM replacement for sprites and tiles devices on thid board)
