I just got ahold of a KI 1 pcb w/ hd and I'm having issues. On boot up the screen is heavily garbled and frozen and nothing else. I tried booting up with no hd and still same result garbled screen. Ideas?

Heres a included picture of the screen Im getting on boot up. The seller told me it was fine when they shipped it out and board itself does appear to be in excellent condition.

Press down on the processor chips while the game is on. The KI pcbs have a tendency to pop solder on the processors. If you press on the chips and the game boots then thats the problem.
 
Check the +5 first. Then check the boot rom and make sure it's seated correctly with proper orientation.
 
No luck. Tried pressing on the processors when booting and I checked the boot rom it's properly seated. I'll check the +5 tomorrow when I get my multimeter back.
 
Is this what it boots to after the blue rolling screen, or do you even get that? Do you get the sound circuit initialization bong?
 
This is what I get after I immediately turn it on, not even a rolling blue screen. I do get the sound initialization though. I tested this on two other jamma set-ups and the result is the same. I also checked the +5 which was good.

I tested the board with and without the hard drive plugged in and the result is the same. The only obvious difference is the red light is on when the hard drive isnt connected. Think the HD has gone bad?
 
You should get rolling blue regardless if the drive is connected. Does your CPU have a heat sink on it? If not, it's possible the CPU may have been struck and damaged. I know you've already pressed on the CPU, but double check the pins and see if there's any damage. You could also press on the RAM chips and see if that makes a difference.
 
The CPU does have a heatsink on it. Some of the prongs on the heatsink have been bent. Its entirely possible that the hard drive could have hit the heatsink in transit. I found a broken plastic standoff when I unpacked the board so it does look like it did shift while in transit. I checked and it looks like the pins are all ok but except on one side, I took a picture.

It's probably popped solder joints between the CPU legs and pads. I know it just looks like one side has the problem, but the chip is square. You can't bend just one side and not expect the other sides to move.

That's exactly the problem. After close inspection one of the solder joints between the cpu and the pad is loose. I'm not an expert in soldering something that precise. It does look like the hard drive hit the cpu heatsink (the bent heatsink being the biggest indicator) and probably knocked loose one of the joints. What should I do? Should I contact the seller (a Klov'r) and ask for a refund?

Was it sold as working? Was there damage to the shipping box? If not, was the packaging not sufficient to protect the board? These are all rhetorical questions, but ones you should be asking yourself. At this point, if you are unable to fix it yourself, or unwilling to pay somebody else to fix it, that's going to be between you and the seller how to resolve the issue. It's possible even if you do fix the soldering that it still may not work. If the pins were touching each other during power up or touching different pads, it's possible the CPU could now be faulty. Until the physical damage is repaired, you won't know if there is any logical damage.
