A board I recently got would do the same thing. It would go straight blue (with any working HD). Pull the board, grab a magnifying glass and a exacto knife and start looking for loose pins. Start with the 74fct chips 1st (there are 21 of these small chips...and 1 of these little legs being loose caused my problem). You want to very, very careful (take your time...and do 1 chip at a time) take the exacto knife (use a dull blade) and touch the pin and see if it moves. Don't handle the knife like a gorilla or you can easily break a loose leg. This is a long a boring process....but you have to make sure that all the chip's legs are seated. After that go after the altera chips, then the rams/roms. If it turns out that nothing is loose you more than likely have a bad chip(s). At that point you'll either have to find the offending chip (I use voltages from a working board to find the offending chip) or send the board off to someone who can repair it. Also, the chip with the heatsink is a real p.i.t.a. to find. If they ran it without a fan that chip may have overheated. My original board for my cab was run that way (and I didn't know better at the time). So, make sure your fan is running once you got the problem solved
