K8000 monitor Power Supply Questions.

OK I am working on a very obscure K8000 monitor with Dual voltage power Supply, B+ and 24VDC I had to replace a bunch of the smaller 0.001uF caps and tried to power it up. I am getting 47 Volts not 24.
Do I need a load on this Power Supply? Its a LM317 adjustable regulator so I feel I shouldn't....
 
You'll want to put a small load on the 24V line, something like a 1k–2.2kΩ resistor and check it again. Measure between Vout and ADJ; you should see about 1.25V. If not, the adjust resistor network or the LM317 itself may be bad. Also make sure the ground reference is solid, since an open ground can cause the output to float high. If everything checks out and it's still high, swap in a new LM317.
